Grants of up to $50,000 to Illinois, Iowa, and Wisconsin nonprofit organizations, government agencies, churches, and schools for projects and programs that benefit residents in eligible counties. Focus areas include emergency services, arts and culture, health and human services, civic and community development, recreation, and education. Eligible programs must benefit Dubuque and contiguous counties. This includes Dubuque, Clayton, Delaware, Jones, and Jackson counties in Iowa; Jo Daviess county in Illinois; and Grant, Iowa, Lafayette counties in Wisconsin.

Estimated Size of Grant:

Minimum requests of $1,000 and a maximum request amount of $50,000.

Additional Eligibility Criteria:

- Applicants must be non-profit, tax-exempt organizations that have received 501(c)(3), 501(c)(4), 501(c)5, 501(c)6, 501(c)(7), 501(c)(8), 501(c)(10), or 501(c)(19) designation from the Internal Revenue Service or must be a unit of political subdivision (i.e., Conservation Districts).
- Organizations are not allowed to “share” or “borrow” a 501(c) status with another organization. The name on the application must match the name on the IRS-issued letter. Only one application per 501(c) or equivalent tax-exempt status will be accepted.
- Individual schools, churches, or volunteer fire departments will not need a 501(c) letter. They are either exempted by law or fall under a blanket exemption because of their ties to a municipality.
- Cities/villages/towns/counties are allowed one application. A letter from the city/county administrator endorsing the project must be attached to the application.

Schools are allowed one application. If an affiliated organization is applying on behalf of the school, the affiliated organization must hold a 501(c) in its own name. A letter from the principal/superintendent endorsing the request must accompany the application.

The following will complete one online application for the district with attached pdf applications for individual school requests:
- Dubuque Community School District
- Western Dubuque
- Holy Family
- Maquoketa (Cardinal, Briggs, Middle, High)
- Monticello (Carpenter, Shannon, Middle, High)

The DRA will not fund the following:
- Individual travel expenses or seminars.
- Salaries, wages, benefits, or other employee-related costs. Exception: If your project involves hosting a guest speaker or group to address a group or event, the grant will fund the contractual fee, but not the travel expenses.
- Recurring expenses, except “start-up costs.”
- Operating expenses including staff, rent payments, lease payments, and utilities.
- Participation in capital campaigns or endowment funds.
- Political causes, candidates, and lobbying efforts.
- Individuals, including scholarships and personal benefits.
- Debt incurred or purchases made prior to submission of the grant application.
- If the project was submitted but not funded the previous year, it is eligible for the program the next year; therefore, projects or programs funded by the DRA the previous year are not eligible for funding this year.

Pre-proposal Conference:

Applicants must attend a virtual grant information session to receive access to the application. If an applicant is unable to attend a live session, a recorded version will be sent for their review (see link in Pre-Application Information below). It is strongly encouraged that you to view the session prior to working on your 2021 DRA Grant Application as it will likely cover any questions you have as well as making note of important items that, if missing, could disqualify your organization from consideration for grant funds.

An email will be sent on Thursday, April 28 to organizations who have applied for a grant anytime in the past three years. If your organization has not applied for a grant during that time or if you are a new applicant, email Kathy Young at the email address listed in Contact Information below and request to be placed on the email list.

The email will include a link to sign up for a virtual information session. The sessions will be held Monday, May 3 – Friday, May 14 at various times and dates TBD.

Pre-Application Information:

To qualify, the organization must have submitted a grant application by end of day on Friday, June 11, 2021.

- Monday, May 3, 2021: Application open
- Monday, May 3 – Friday, May 14, 2021: Virtual information sessions for all grant applicants
- Friday, June 11, 2021: Application due
- Tuesday, August 17, 2021: Recommendations to Full Board for approval
- Friday, December 10, 2021: Deadline to submit Grant Summary Report for reimbursement.
