Grant Description

Grants to USA, Puerto Rico, and Virgin Islands nonprofit organizations, public housing authorities, tribal housing nonprofits, and tribally-designated housing entities to provide technical assistance. Applicants are advised that required registrations may take up to several weeks to complete.

USDA Rural Development awards grants to eligible nonprofit organizations and public housing authorities (PHAs) to provide technical assistance (TA) and other services to enable affordable housing preservation through the transfer of Multifamily Housing Direct Loan properties from current owners to nonprofits or PHAs.

Use of Funds

Eligible: technical assistance and other consultation, advisory and non-construction services required as part of the application process
Eligible: soft costs including financial analysis and transaction structuring analysis, and completion of other transaction details such as Capital Needs Assessments (CNAs), appraisals, and market surveys

Not Eligible: transaction costs in which an identity of interest – such as between buyer and seller, or owner and lender – exists between grantees and applicants

Pre-Proposal Conference

Agency staff will provide an overview of the Multifamily Housing Nonprofit Transfer Technical Assistance Grant program and the Off-Farm Labor Housing (Off-FLH) Technical Assistance Grant program. The agency recently published a Notice of Funding Availability (NOFA) announcing $6.9 million in grant funding for technical assistance to facilitate the transfer and preservation of existing Section 515 Rural Rental Housing and $1 million in grant funding to provide technical assistance to applicants for Off-FLH loans and grants. Potential applicants and stakeholders will have the opportunity to provide feedback on the programs and ask questions about the NOFA.
