Grants of up to $10,000 to Iowa individual artists for the creation of jobs and the development of new projects in the aftermath of the Coronavirus (COVID-19) pandemic. Funding may be used for materials, equipment, marketing, research and development, rentals, and to hire personnel to support the project.

American Rescue Plan Arts Grants are intended to reinvigorate arts and culture in communities across the state by supporting jobs and putting Iowa’s creative sector back to work.

Grant funds must support jobs, including stipends/fees, and/or one-time expenses for the development of a creative project that responds to the coronavirus pandemic with defined outcomes related to career and/or community development goals that will occur within the eligible funding period.

Types of eligible job expenses include:

  • Applicant artist’s time spent on researching, planning, creating or presenting a new or expanded creative project, including community-focused projects, workshops, and activities
  • Hiring support such as studio assistants, designers, editors, photographers, etc. for the creative project
  • Hiring artistic collaborators such as band members, production crew, etc. for the creative project
  • Hiring related contractors such as event planners, promoters, etc. for the creative project

Types of eligible project expenses include:

  • Equipment purchases under $5,000 (must be specifically dedicated to the creative project)
  • Materials (e.g. paint, costumes, props)
  • Rentals (e.g. stages, lighting/sound, scissor lift, porta potties)
  • Marketing (e.g. print material, ad buys, design fees)

Term of Contract:

Grant funds must be used for expenses incurred within the eligible funding period of July 1, 2021 – June 30, 2022.

Additional Eligibility Criteria:

Eligible applicants must meet all of the following requirements. Individuals who do not meet these requirements are not eligible to apply.
- Professional individual artist including visual/performing artist, filmmaker, musician, or creative writer
- 21 years of age or older
- Current, full-time Iowa resident with permanent address in Iowa
- Legal Iowa resident as defined by Iowa Code 422.4 and Iowa Administrative Code 701.38.17 (422)

Applications are encouraged from all applicants that meet the applicant eligibility requirements; however, priority will be placed on applications from individuals that represent populations that have historically been under-resourced by arts and cultural funding due to geography, gender, race/ethnicity, disability, or socioeconomic status as defined in the fiscal year 2022 grant strategy.

- An application from an individual artist must support a project that is initiated and managed by the individual artist, not an organization or business. Project must be designed to benefit the individual artist and their original work and may not benefit an organization/business with which the individual applicant has a formal affiliation such as employment or volunteer service.
- Applicants who represent an artist collective, artist team, or band must apply as an individual on behalf of the group and clearly state their individual role in the project proposal as the individual will be legally obligated to the terms of the grant agreement.

The following types of entities are not eligible to apply:
- For-profit corporation or business
- Organization/individual that uses a fiscal agent or the Iowa nonprofit or federal tax-exempt status of another organization.
- Individuals enrolled in any type of undergraduate or graduate degree granting program on August 23, 2021
- Iowa Department of Cultural Affairs grantees with an outstanding final report or who have been placed on a department funding moratorium

Applicants who have already received a fiscal year 2022 Iowa Arts Council administered grant are eligible to apply for an American Rescue Plan grant provided the proposed use of funds do not overlap expenses already covered by or used as match in the other grant program.

Applicants may not submit more than one application during a single grant deadline or cycle regardless of grant program.

Applicants may not submit applications to both the American Rescue Plan Arts Grant and the American Rescue Plan Humanities Grant.
