Grants to Iowa nonprofit and for-profit organizations for Coronavirus (COVID-19) recovery projects in eligible regions. Funding is intended to promote equity and serve populations disproportionately affected by the pandemic. Eligible organizations must be located in or serve residents of Cedar Rapids or Linn County.

Preferred Applications:

  • Serve residents disproportionately impacted by the COVID-19 pandemic, such as elderly, minority, and low-income households
  • Leverages other funding sources
  • Organization demonstrates financial stability and the project or program demonstrates ongoing operational sustainability
  • Incorporate green principles, consistent with the County's Climate Mitigation Resolution and the City's Climate Action Plan, such as (examples):
    • Energy-efficient building features to keep ongoing utility costs low
    • Service delivery options that eliminate the need for paper or travel
  • Can be initiated in a timely manner without delay

Additional Eligibility Criteria:

Both for-profit and nonprofit entities are eligible to apply.

Nonprofits with a religious affiliation must offer service to the general public, and not require individuals to participate in religious activities in order to obtain service.

The proposed project or program will need to be located/serve residents of Cedar Rapids and/or Linn County.

- Funding cannot be used for existing debt
- If the ARPA grant is combined with another source of federal funding (such as CDBG/HOME), those federal requirements will be applicable for the entire project/service
- Funding may not be used as a match for federal grants
- Funding sources for the entire project will need to be disclosed and how they will be used

Pre-Application Information:

Applications are due no later than Friday, January 7, 2022 at noon. Applications are available online only; paper copies will not be accepted (unless as necessary, as a reasonable accommodation).

Applicants will be required to obtain a DUNS number SAM ID prior to receiving funding (not prior to application).

There is no limit to the number of applications submitted, but please identify if there will be any capacity issues if all applications are funded.
